The R.A.R.E. Foundation was born out of a deep desire to create a nation where every individual, regardless of their background, has the opportunity to achieve financial prosperity. Founded in January 2016 by a small group of passionate New York residents, our vision was simple yet profound: to ensure that all segments of our community are provided with the tools and resources they need to thrive.
From the very beginning, we knew that financial education was key to breaking the cycle of poverty and creating lasting change. Our founders recognized the urgent need for Credit Literacy & Recovery, Entrepreneur Services, and Job Preparation in underserved communities. With a clear mission and unwavering commitment, The R.A.R.E. Foundation set out to make a difference.

Our impact has been particularly felt among veterans and the formerly incarcerated—two groups that often face significant barriers to financial stability. The formerly incarcerated have been given a second chance at life, with access to the tools and education they need for full recovery and reintegration into society.

Quincy Luzunaris is the visionary behind The R.A.R.E. Foundation, where he serves as Chairman and Founder. A passionate advocate for literacy and financial education, Quincy has dedicated his career to empowering underserved communities.
As a New York City teacher, he has firsthand experience with the challenges faced by disadvantaged students and their families. Quincy’s commitment to creating opportunities for financial literacy and recovery education is the driving force behind The R.A.R.E. Foundation’s mission.

Jaime Santana serves as “In-House Counsel” for The R.A.R.E. Foundation, bringing his extensive legal expertise and unwavering commitment to justice to the organization’s leadership team. As the founder and lead attorney of Santana Law Firm, a Tier 1 New York City law firm, Jaime has built a formidable reputation defending the rights of individuals accused of crimes and those who have been wrongfully victimized by police or uncaring corporations.
His firm is known for its aggressive approach and exceptional track record, routinely securing not guilty verdicts, favorable settlements, and million-dollar damages in criminal defense, civil rights, police abuse, and personal injury cases. With a background as a former Brooklyn prosecutor and judge, Jaime possesses a deep understanding of the inner workings of the NYC criminal justice system.

Deborah E. Fuller
Charity Clerk, Officer - Dedicated to Credit Awareness and Consumer Literacy
Community Educator | New York City Teacher
Deborah E. Fuller is a distinguished leader and the Founder & CEO of Mayvenn Corporation, a DoD Certified Recruitment & Staffing Firm. With over 25 years of experience, she has excelled in securing mission-critical talent for the Department of Defense, specializing in Cyber Security, Counter-Terrorism, and IoT.
Her leadership has been instrumental in staffing vital roles in high-stakes regions, including Kuwait, Afghanistan, and Djibouti, Africa, ensuring strategic and operational success for defense initiatives.
During the COVID-19 pandemic, Deborah partnered with the Centers for Disease Control and Prevention (CDC) to lead national healthcare staffing initiatives, rapidly deploying professionals to address urgent needs. Her ability to deliver in crisis further solidified her reputation as a dynamic leader in recruitment and workforce management.
Beyond her corporate achievements, Deborah is a committed servant leader. She supported over 400 individuals and business owners in securing vital funding during the pandemic and remains deeply engaged in financial literacy advocacy.
As a key driver of the R.A.R.E. Foundation‘s mission, Deborah is dedicated to advancing financial literacy in underserved communities, with a vision to bring these initiatives to the national stage and empower people across the country.
